I find an impulse set with a good minifig in it, buy a ton of it, and then get whatever accessories I need on Bricklink. Any other body parts I have that fit the color scheme goes to the elite units.

I have my Stormtroopers and Clone Troopers as my spearhead force, with a ragtag militia of whatever else I have for all other purposes.

i personally don't care until i get inspired by some video game and attempt to make a small division for my army based on whatever i'm inspired by. then i keep it for good. for instance, i currently have a huge mismatched army, but every one has guns and at least a helmet or armor. my specials are a power armor division (fallout), a ice, jungle, and desert ranger division from normal army stuff(JROTC) a air force(JROTC) a whole stalker team from every faction(S.T.A.L.K.E.R.), a team of spartans(Halo) and other stuff that i forget.

For me, the very first spark, that instant that flares into an army idea is when your looking on Briklink and see something you like or when you look at the remnants of your mini-figs and think to yourself, what the hell am I going to do with this lot of leftover crap? Then it's just a matter of messing about until you have something you like. As you put stuff together you might be thinking, h'mm this could be such and such an army, do I have enough of these parts for more? Then there's the point in the process that I keep getting distracted by, the question of what kind of weapons do these guys have. Sometimes I even start at this point and build a mini-fig just to hold the gun.
