Well, as far as advice goes, I'd suggest digging through any free wargame rules you can for ideas. The first that comes to mind is the Game Workshop games (a lot of them are offered for free). Almost all of them offers a campain version with a few scenario. They should be easy enough to adapt.

You can find other ruleset on those two pages, but it's harder to find rules that covers campain specificaly.

Finaly, try to take a look at the Mythic GME. It's not geared specificaly for wargame or campain, but it's a great way to add some depth and surprise to your campain. The book isn't free (the pdf is between 5 and 8 bucks), but the yahoo group has Mythic tools that could give you a good idea of how it works, and that you could use without all the details.

I had actually been considering a "Civilization"-style series of Brikwars campaigns shortly after becoming aware of the existence of the game.
I am a big fan of computer strategy games (Age of Empires, Warcraft, Command & Conquer, Starcraft, etc.), so much of my inspiration for such campaigns (as well as the units I build) comes from such games.
If you need inspiration for a Civ-style campaign, I would suggest looking at a guide/walkthrough for a good strategy game (like the ones I mentioned above).
If you can come up with some system for resource harvesting (and possibly converting resources to CP), let me know.
