I'm pretty sure that's from a custom factory run from back in the day (IIRC sometimes they do that for lulz, a local worker once showed off a few anomalies like red railway tracks and such), or a prototype piece. Unless his PS skills allow him to redo stuff in transluscent now (I wouldn't be surprised!).

I can't remember for sure. I used to be a lot more involved in AFOL meetups back in the nineties and early 2000s, sometimes they'd pass around unique elements like this from who knows where.
I think that prototypes for testing are usually done in blue, red, and trans-red, as far as I've seen.
