Right. Whatever size you've decided your battlefields are going to be, that's the size of your locations.
Facilities are developed features on the battlefield that produce resources. If your battlefield is the right size and type for buildings, then the Facilities can be buildings, or the buildings can just be tactical obstacles with no specific strategic role.
You can have a city block of ten buildings with only two of them being resource-producing Facilities, for example, or two floors of one of the buildings being separate Facilities, depending on how you develop them.
