Well it shouldn't, in my opinion.
"lá" means "there". "Voilà" means, roughly, "There is". So why does the ´ change into a `?

As far as any language is concerned, your opinion doesn't matter. And I have no idea why, either. Mostly everything about French is whacked out in some way, as well as with English, so I wouldn't expect anything to make sense*.
