If it was only recently it IS the servers. They will be fixed, it happens with everything. Give it a little while. Also try looking it up somewhere else on the internet. You'll find answers somewhere else I'm sure.
And it only happens when my friends are online aswell and I want to play against them.

I just Googled it and it happens to a lot of people in Portugal and the UK. The first few results with the search "Playstation 3 Portugal Problems" brought back an article that says it has something to do with the hardware, bringing up an "80010514 Error". According to some comments (I didn't read the entire article) Sony says they will replace the PS3, but it will take some time to ship it to you.
Maybe you should do some Googling and see if there's anything else on it. I'm not going to do it for you, as it's your Playstation and you obviously didn't look for very long for a solution.
In the meantime, here's a petition you can sign to make Sony replace your PS3 because of this problem free of charge.
