I don't know what it is, but I like it. I can't think of a backstory, and my only lame suggestion for a name is "defenestration ray".
(yes, I do actually know what that means)
You could put it (or something like it) in the bow section of the Thunder Child as a main cannon.

nah, black fantasy it would have orange now trans-neon green.
heres a back story: they wanted a nice weapon. want more of a reason? think of how countries work,
1 "why do you have an army?"
2"cause they have an army",
1"so why do they have an army?"
2"cause some one else has an army"
1"why did they have an army?"
2"to invade people"
1"so you have an army to defend against people defending against invaders?"
2"well... yeah"
1"but since we all have armys theres no invaders since we all live scared of each other, and so we build bigger weapons using more resources that could of been used to research medicens, that money could of helped cure cancer!"
2"eerr yeah"
1"so why have armys?"
2"cause if we didnt people would invade us!"
1"but if they didnt have armys they couldent!"
2"eer, yeah"
this is the arguement for disarm meant, sadly it would end in a circle of people putting down arms, but then one countrie picking them up and suddenly everone else has to too defend!

Personally, I say it's a black hole generator, a la Heli Attack 3. Difficult to aim, requiring a massive amount of energy to use, but dealing ludicrous damage, like 3d20 or something.
Hmm. That means an average of 25-30 damage per hit. Considering how your average ship has 3d10 armor, that means that on a hit you will probably deal around 15 damage to the hull, enough to blow a sizable hole or even split a smaller ship in two. Not game-breaking (since d20s are notoriously fickle), but very close to it. You'll probably only get one or two shots with it, to keep it from upsetting the game's balance.
Were it that simple...

I like it. Yeah, a recharge rate between shots as the energy builds up. Of course if it gets hit before firing... Critical ka-boom!

When I think of black fantasy, I just think of Lovecraftian creatures that are mostly black.

sends a unit [insert dice of choice here] forward the result number of turns, put the dice there and count it down each turn, if a proximity mine is laid by the marker the time traveling unit still counts, if a vehicle or terrain piece falls/stops on it and is still there when the unit appears the unit is fused into the pieces.

A basic explanation of the function of the Little Doctor appears in Ender's Game. The device produces two beams whose focal point has the ability to disrupt the bonds between atoms in molecules. The device also creates a field in which nearby molecules are also destroyed, and each dissolved molecule widens the reach of the field. In the absence of nearby mass, such as in the vacuum of space, the field dissipates rapidly, but a tightly-clustered formation of ships could be easily destroyed.
The device is capable of destroying essentially any single object, or cluster of objects that are close enough together. It can destroy something as small as an enemy spacecraft, or something as incredibly large as an entire planet. In theory, it may even be able to destroy larger objects such as stars, if the firing ship could get close enough without being destroyed, as the device has a finite range.
In Ender's Game, the only thing said about the weapon's physical characteristics is that it employs a directed energy beam; "it can't shoot around corners," Ender deduces. Three thousand years later, in Children of the Mind, the device has been scaled into the warhead of a missile, small enough to fit inside a small room. Upon "detonation", the field effect is started within the missile itself and uses the weapon's mass to jump-start a chain reaction. A removable section of casing allows it to be shut off, and instructions on how to do so are printed all over its surface (turning it on, a military officer explains, is the difficult part).
Ender in Exile further explains how the humans stripped down the Formic's space travel technology and wound up with an unwieldy piece of technology, which made an excellent weapon of mass destruction.
