Some of it might, but not well enough, or consistently enough, to have a floating "ship" without something more.
Which is why my (eventual) plans involve building the "ship" around something that does float consistently - like one of those kick-boards for children, or something. Preferably flat, wide, and thin - enough so that it can be encased without wasting too much space.

It depends on the amount of porous space in the plastic, too. The Lego boats that are actually made for floating (they made a couple speedboats and some coast guard boats) with the giant ship POOPs could float because the black plastic on the bottom wasn't the same plastic as regular Lego and also it had a large air pocket. If you put just a regular brick in water I'm pretty sure it sinks, I dunno, it seems pretty dense.

all you need to do is seal the joints with a thin layer of glue or silicone.

if you build a platofm out of 2x4 bloks that is significantly wide you can use the air trapped in between the bricks to effectively float a model, however what you build on top of that platform is limited to the amount of boyancy below

See, I don't want to glue my legos, and the amount you can float on just legos just isn't enough for a real "ship" for me. Hence wanting to build around something that does float good enough.
Oh, and to be more on topic, I love all of Roc's ship designs, so very much. The all-gray look is just awesome (I love consistency!).
