Well the problem with fixed damage values for a weapon type is when you get into the possibilities. For example, beam weapons can include both pulse lasers and Gauss rifles, both of which are like on opposite ends of the "Utter pwnage" spectrum" (As anyone who's played MW4 has learned the hard way). Then you have things like the Flamer, where it's a laser meant to increase the enemy's heat.
I was thinking weapons, armor, and the mech itself could all be customized, and again governed by common sense. Huge mechs are obviously slower and more heavily armored, and can carry a bigger payload vs. light mechs that are faster, have smaller capacity, and are weaker armored. Also there could be different armor types that are stronger against certain weapon types.

Weapons category listings? Let's see...
Ballistic:
Guns (Machine guns are basically the only thing you should use that fits in this category. Unless your enemy is a deer mech. Then use a Remington.)
LBX Cannons (Basically like shotguns. Have a chance of knocking down small mechs.)
Artillery (Long range arc-fire weapons. Kinda like missiles, only they can't be guided or shot out of the air by laser defenses.)
Beam:
Beam weapons are the only weapons that raise your mech's heat. If you overheat your entire mech takes minor damage and shuts down temporarily to cool down. On the schematic, if your heat enters the red zone than it's overheated.
Lasers (Different heat and damage depending on size.)
Pulse lasers (Rapid-fire lasers)
Flamers (Heat increasing weapons, for when your opponent uses nothing but guns and rockets)
Gauss rifles (Huge lasers. If you don't understand this concept, go home. Now.)
Flares (I dunno. Campaign purposes.)
Missile:
Missiles are the only weapons with limited ammo. Make sure you have enough to put a nice dent in something.
Rockets (Can be guided, good for taking out stuff like infantry squads or something.)
Beacons (For calling in stuff like air strikes)

I don't really have a campaign, I just figured if somebody anted to make a mission with objectives they could make one of the players have to equip flares for an objective or something.
