It's not stupid, its good marketing.
Haveing some rarer means it's harder to collect them all, soo you have to BUY more meaning they SELL more so they get more PROFIT.
Yeah, like selling you're brothers lungs to get you're hands on a shiny Charizard pokemon card.

I know it's good marketing, but Lego is doing this for their customers. Rayhawk said he and a bunch of people proposed this, as I'm sure many other people who didn't work for Lego did as well. It makes sense.
But taking these things that are already overpriced and making it so you get a billion cheerleaders when you just want one zombie won't make them a hot commodity as much as Lego thinks.
1. The people who sell Legos are going to buy a bunch of these anyway, it's just going to make them more money which I don't think Lego was aiming for.
2. The collectors are going to buy the rare figs/parts from said sellers. They aren't going to buy 50 boxes to get multiples of a bunch and the chance of not getting one or two. They're gonna buy what they can see.
3. It's not even a really good idea for selling to kids. Sure kids like to collect Pokemon cards and stuff, but parents aren't going to buy their kids one minifigure for $3.

Look at the robots arm think of all the possibilities it has if you remove the claw and put in a katana for instance.
