Buy in bulk on like ebay or something. Other than that, Bricklink has specific pieces for you so you don't have to spend a bunch on sets.
Ask now what I'm doing, even for me

What Mercury said.
It's also worth keeping an eye on your local craigslist and Kijiji for Lego and garage sales. You wouldn't believe how many people put large Lego sets for sale at a low price because they think it devalues over time!

Re: CaptainZebra problems
Honestly save up you birthday money and stuff and go online and look at all the sets that come out this year. Decide which couple you really want and then narrow down if you want them just for the figs or if you really feel like you want the model or would build something really cool out of the pieces. From there make a spreadsheet detailing the sets you want, what you want them for, their cost and organize then into your top whatever. Then use that saved money to buy the first item on your list. If you can save more then buy more but if not then don't.
Finally after like 5 or 6 years you'll have a giant collection with a bunch of stuff you don't remember why you bought it.
Big collections are built of multiple years, not a few months or even a few years.
