That's an interesting idea. You could cover a single faction with a handful of cards (or a single card) and still capture the feeling of the faction without causing the set to become bloated and unwieldy. In a base set, you have, what, some 300-350 cards to work with. The other two sets in a block are, like, 150 cards. That's a chunk, and I've never been able to fill one up myself, but if you did fully fleshed out factions for every faction, you'd chew through all three sets in no time. Picking a primary 5-10 factions and tying the rest in via a Mechanic could work. Or, if you don't want to tie them directly to each other, a blanket Faction Mechanic of some sort could work fine.
