During the era of the Serican Beta, Anwar was a place where all factions could meet on neutral ground.
The Anwar Council was once an Empire that's influence spanned the entire realm of Mir, While now defunct, The tek that they inherited and developed allowed for many of the advances and luxuries that people enjoy to this day in the Realm.
Their overlordship of the realm was divided into two periods, known as the Serican Alpha, and Beta. The split occuring at the end of an event known to history only as "The Uprising"
