The Council of 500 was founded as an offshoot of [[the Grand Galactic Empire]] following the Barnacle Wars.  500 systems, comprising the industrial core of the Grand Galactic Empire, ceded from the Empire to form an independent republic.  The manufacturing strength of the region was set to rapidly mobilizing an army and navy (colloquially called the Cavalry) that would be capable of defending the Council from the Empire and extragalactic threats like Barnacles and Blacktron.
